Quality Assurance Manager

I. Position Summary:

The Quality Assurance Manager will provide effective leadership in developing, implementing, maintaining and reviewing quality assurance process in the university. These processes are important for ensuring that students are taught well, that they succeed in learning, that UP programs are wellconceived and comparable to prevailing standards for the disciplines at UP, and that anomalies in practice or outcomes are identified and addressed. The QA Manager will also contribute to enhancements and contribute to strategic developments in learning and teaching across UP.
II. Duties and responsibilities

  • Act as a key contact between the university and external assessors on internal quality assurance activities.
  • Provide effective leadership in developing and implementing quality assurance processes at UP that align with the internal framework and actively contribute to continuous enhancement initiatives.
  • Ensure the effectiveness of annual monitoring, reporting, and review processes across the university by liaising with faculties, analyzing relevant data, and reporting on outcomes, actions, and process effectiveness.
  • Prepare annual quality assurance reports for faculties and relevant committees, provide feedback on actions and recommendations arising from monitoring activities, and advise deans to ensure effective implementation.
  • Actively participate in the management of UP’s learning and teaching strategy, including serving as a member of relevant committees.
  • Work collaboratively with faculties and relevant committees to improve the consistency of quality assurance processes across UP where appropriate.
  • Promote best practices in quality assurance and enhancement by advising faculties, discussing quality assurance matters at committee meetings, and ensuring compliance with external requirements and obligations.
  • Disseminate information and provide training to faculties and departments on quality assurance systems, policies, and procedures to promote excellence in education.
  • Oversee risk management activities and professionally manage quality assurance-related documentation.
  • Perform other related duties and assume additional responsibilities as assigned by the Director.

II . Qualifications and Requirements:
1. Experience:

  • At least 3 years of working experience in a higher education institution.
  • Experience in educational administration.

2. Education:

  • A Master Degree in Educational Administration, Management or similar qualification

3. Skills/Competencies:

  • Knowledge of quality assurance, school-based management, and statistical analysis.
  • Ability to supervise staff and deliver training effectively.
  • Ability to maintain a high level of accuracy and confidentiality when handling files, documents, and sensitive information.
  • Demonstrate a results-oriented approach to work and problem-solving.
  • Proactive with the ability to drive change and achieve strategic objectives.
  • Strong planning and organizational skills.
  • Flexible, highly motivated, and creative.
  • Outstanding communication skills, including fluency in written and spoken Khmer and English.
